Jay Hoobler – President
Jay Hoobler graduated in 1985 from the University of Nebraska with a Bachelor of Science in Electrical Engineering. Jay has been a member of the Southern Arizona NECA Board of Directors since 1998 and is now the Chapter President. In addition, he is a member of the Tucson Electrical Joint Apprenticeship Committee, where he serves as a trustee. Jay has worked for Commonwealth Electric since 1980. He is currently a Senior Vice President and oversees all construction operations for their Tucson office.
Bob Smith – Vice President
Bob Smith has been a member of the Southern Arizona chapter Board since 2001. He served as our chapter president for several years and became our vice president in 2017. Bob currently holds the position of Vice President of the Northwest with Sturgeon Electric Company. His duties include the overseeing of the commercial, industrial, and transportation divisions throughout the western region. Since beginning his work at Sturgeon in 2000, he has held many positions varying from General Superintendent to Operations Manager for Tucson company operations.
John Kostyo – Governor
John Kostyo is a long-standing Southern Arizona NECA board member, beginning as a representative for Newberry from 1985-1986. He then began working for Gilbert Electric in 1987, where he is currently president and has been a NECA board representative for since. He has served as a member, our chapter president and is currently serving as our chapter governor.
Robert Stark – Board Member
Robert Stark graduated from the University of Arizona in 2010 with a bachelor’s degree in Public Management and Policy. He grew up in the electrical industry and is the fourth generation to be involved in the trade. Robert is currently the office manager for Stark Electric and has been on the NECA board since 2017. Robert oversees the drug testing program, safety, payroll, marketing, insurance, union reports, IT, accounts payable and receivable as office manager.
Frank Febbo – Board Member
Frank Febbo has been an active member with the Southern Arizona NECA Chapter since 1983 and recently resumed a position on the Board of Directors in 2017. Frank founded F & F Electric in 1983, which has locations in Arizona and Nevada. F & F Electric is skilled and experienced in all aspects of the electrical industry including residential, commercial, industrial, medium voltage transmission line construction, energy management systems, motor control, telephone/data, fire alarm, sound systems, fiber optic lines and has been certified in fiber optics & telecommunications through AT & T since 1991.
